Look at the instructions listed here. It’s easy to miss the instruction that you need to make this selection when installing Java:
You may be asked to install “Java Runtime Environment 11”. In that case, download the Java software from the website you are sent to, and during the installation make sure to select “Set JAVA_HOME variable” and “JavaSoft (Oracle) registry keys”.
